Wiseman had long harbored a desire to make a film about the process of political decision-making and the opportunity arose in 2004. He filmed the workings of the Idaho State Legislature in the state capital Boise. STATE LEGISLATURE is about committee meetings, administrative tasks, lobbying and the numerous debates that ultimately lead to possible legislation. Again and again, it is made clear how complicated and laborious the work of legislators is. “A film of a legislature can convey in a unique way the actuality of the legislative process: that is, how decisions are made and power is exercised in a democratic society and the constraints and limitations on the application of that power.” (Frederick Wiseman) (hb)
